The bill envisages the creation of a special state register of SIM-cards, as well as tightening control over cards in order to avoid fraud. "Now the control over the sim cards being sold is rather weak, and in case of its tightening the sim-cards can become a full-fledged identifier of the person. In this case, you do not have to constantly carry with you the main document that identifies the person. By sim-cards, you can later apply for a loan, "Aksakov said. It is noted that every Russian citizen will be able to own several cards. The number of Sims sold to one person will not be limited, and each of them will be a full-fledged identifier. The transfer of cards to third parties will be banned. Within the framework of the new initiative, it is proposed to make appropriate changes to a number of existing laws: "On Communications", "On Banks and Banking Activities," "Countering the Legalization and Laundering of Proceeds from Crime and Financing of Terrorism." The State Duma initiative interested mobile operators, and they noted "the convenience of such a method of storing and transferring personal data." However, they also reminded about the high risk of duplicating SIM-cards by scammers. To minimize this risk, it will be necessary to issue cards under greater state control. In turn, Rosfinmonitoring has already refused to support the initiative of the State Duma.
